Please note: New notice forms to be used for foreign employees
New notice forms[1] are to be used for foreign employees starting from January 1, 2024. In particular, changes have been made to the following forms:
- Notice of fulfillment by employers and customers requesting work (services) of the obligations to pay salary (remuneration) to a foreign citizen (a stateless person) who is a highly qualified specialist;
- Notice about the conclusion of an employment agreement or a civil law contract for work (services) with a foreign citizen (a stateless person); and
- Notice of termination of an employment agreement or a civil law contract for work (services) with a foreign citizen (a stateless person).
In fact, some minor changes have been made to the previous notice forms approved by Order No. 536 of the Russian Ministry of Internal Affairs dated July 30, 2020. However, experience shows that even the slightest deviation from the approved form or the use of an outdated form will result in the refusal by the Russian Ministry of Internal Affairs to accept such notice.
We would like also to remind you that a quarterly notice of payment of salary to highly qualified specialists for the fourth quarter of 2023 will need to be filed with the Russian Ministry of Internal Affairs not later January 31, 2024.
We would be pleased to answer any questions that you may have about how to fill in and file notices with the Russian Ministry of Internal Affairs.
If you have any questions or you would like to discuss this further, please feel free to email Alexandra Yudina or Mika Kokkonen.
Truly yours,
[1] Order No. 887 of the Russian Ministry of Internal Affairs dated November 22, 2023 On Amendments to Rules and Regulations of the Russian Ministry of Internal Affairs Concerning the Labor Activities of Foreign Citizens and Stateless Persons in the Russian Federation.
