Reminder: Entry to Russia for foreign technical specialists under COVID-19 restrictions
Technical specialists can enter Russia for maintenance and installation of equipment purchased abroad.
We would like to remind you that although time-consuming, it is fairly simple to obtain entry permits for technical specialists performing installation and maintenance work in Russia. Russian government decrees No. 635 dated March 16, 2020 and No. 1671-p dated June 25, 2020 set out that foreign technical specialists are allowed to enter Russia.
A Russian company that has purchased foreign equipment, production line, machinery, or similar apparatus can invite foreign technical specialists to perform installation, maintenance, or repair works. The procedure to obtain entry permits for such specialists is rather similar to the procedure for obtaining entry permits for HQSs. The main difference is that instead of submitting an employment contract to the Ministry of Foreign Affairs (MFA), companies must submit the contracts confirming the purchase of foreign equipment. It takes 20-30 days to obtain entry permits.

Technical specialists entering Russia must have a technical visa. If a technical specialist has no technical visa, the inviting company may apply to the MFA for issuance of a visa invitation. Invitation processing takes up to 21 working days. For issuance of invitations, companies must be registered as a company able and authorized to issue invitations.
Since the procedure is time-consuming, we recommend applying for entry permits 1-2 months prior to the actual entry need.
