Another set of COVID-19 restrictions and rules in St. Petersburg
Anti-virus decree No. 121 issued by the Government of St. Petersburg on March 13, 2020 was amended on November 5, 2020[1], introducing a new set of restrictions and rules for companies, individual entrepreneurs, and individuals.
The following rules became effective on November 5, 2020:
- It is recommended to people who live in St. Petersburg not to visit other countries and other constituent entities of the Russian Federation;
- It is recommended that employers transfer to remote work employees (and contractors working under a civil law contract) over the age of 65 and those who suffer from chronic diseases as specified in the list of chronic diseases compiled by St. Petersburg Health Care Committee. As a general recommendation, employers should transfer 30% of employees (and contractors working under a civil law contract) to remote work.
The following regulations will enter into force from November 9, 2020:
- Children’s playrooms located in retail facilities and shopping centers will be closed until November 29, 2020;
- The activities of catering companies working in food courts will be suspended until November 29, 2020, except for food courts located in railway stations, airports, and petrol stations;
- Restaurants, cafés, cafeterias, bars, snack bars, and other catering establishments (including those in hotels and other lodging facilities) (i.e. catering establishments other than those in food courts) are still not allowed to operate from 23:00 to 06:00 until November 29, 2020. People cannot stay in these catering establishments from 23:00 to 06:00;
An exception to this rule is take-out service without visiting catering premises, the delivery of orders to homes, businesses (organizations), and hotel rooms. This rule also does not apply to catering establishments operating in train stations, airports, and petrol stations;
- Events of more than 70 people in buildings, structures (premises in them) will be prohibited until November 29, 2020 unless otherwise provided by Rospotrebnadzor. This rule does not affect events that are held in the premises of cultural organizations, sports organizations;
- No more than 20 people may attend marriage registration until November 29, 2020 (excluding the civil servants who perform marriage registration);
- It is prohibited to conduct additional general education programs in the premises of government organizations. Such programs will be completed by distance learning until December 27, 2020.
