The procedure for registering foreign nationals with migration authorities is to change already on July 08, 2018
We reported earlier on that major changes were due to be made soon to the procedure for migration registration. The new changes essentially provide that it will be possible to register foreign nationals working on Russia only with the address at which they live (rather than the address of their employer’s office as previously).

The amendments to the law were signed by the President of Russia last week, and they will enter into force on July 08, 2018.
We would also like to remind you that until July 25, 2018 a special time period for registration with migration authorities has been set out for foreign nationals visiting cities hosting World Cup football matches, i.e. Moscow, St. Petersburg, Volgograd, Yekaterinburg, Kazan, Kaliningrad, Nizhny Novgorod, Rostov-on-Don, Samara, Saransk, and Sochi. Foreign nationals visiting these cities must register with migration authorities within 3 days of arrival in any of these cities. This shorter period also applies to highly qualified specialists. Due to the new amendments to the law, foreign employees coming to Russia from July 08, 2018 until July 25, 2018 will need to be registered within 3 days of their arrival by the landlord of the apartment in which they stay.
In view of the upcoming changes outlined above, we recommend taking the following actions:
- Inform foreign employees and their landlords about the upcoming changes;
- Prepare a power of attorney for the persons who will visit the multifunctional center for state and municipal services, the Ministry of Internal Affairs or the post office to register foreign nationals with migration authorities on behalf of the foreign nationals’ landlord.
